About the Provincial Veterinarian - Animal Welfare

The Provincial Veterinarian – Animal Welfare (PV-AW) is responsible to protect food and companion animals by enforcing The Animal Care Act and working with stakeholders to build the capacity of communities to manage companion animal health and welfare. The PV-AW leads the Animal Welfare Section of Manitoba Agriculture’s Animal Health and Welfare Branch. 

Manitoba’s acting PV-AW is Dr. Lisa Joachim.

Dr. Joachim graduated with a Doctor of Veterinary Medicine degree in 2015 from the Western College of Veterinary Medicine in Saskatoon. She has been with the department for five years and previously worked in both industry and private practice, with a focus on dairy and small ruminants, and a special interest in calf immunity. Outside of work, her time is devoted to an ever-growing diverse farm of unique characters with big personalities.



Programs and Activities  

The PV-AW leads programs and collaboration, which includes: 

  • Protecting the welfare of animals for economic or intrinsic benefit through the Animal Welfare Program.
  • The Animal Care Line, where members of the public can report animal welfare concerns.
  • Supporting animal health and welfare in rural, northern and Indigenous communities through a grant to Winnipeg Humane Society’s One Health Program, providing mobile spay, neuter and other health services. 
  • Enforcement of The Animal Care Act.

Animal Health and Welfare Team

The Animal Health and Welfare team works with the public to assess the risks related to emerging animal health and welfare issues. They also collaborate with private veterinarians and industry stakeholders, and participate in provincial and national efforts to advance animal health and welfare issues. The Animal Health and Welfare team engages in veterinary practitioner and producer education and outreach activities to facilitate animal health and welfare improvements in the livestock and poultry industries and to support and strengthen the veterinary infrastructure in Manitoba.
