Interlibrary Loan Information
What is an Interlibrary Loan?
Interlibrary loan is a service between libraries, allowing clients to borrow items owned by other libraries. It is a formal agreement between libraries to borrow books and get copies of journal articles from one another on behalf of their clients.
The Legislative Library can initiate a loan from many libraries throughout Canada for our registered borrowers. We also lend circulating materials to other libraries and institutions for their library patrons. The interlibrary loan service for employees of the Manitoba government is offered only for work-related items required to fill the information needs of clients. Requests for leisure reading, course materials, genealogy, etc. should be directed to a public library or academic library.
Members of the public should contact their local public library with any requests for materials held by the Legislative Library. If you are a member of a university, college or other special library and you want to borrow materials in our online catalogue, contact your library's interlibrary loan services.

What is the borrowing period?
Circulating materials are due back two weeks after their receipt on interlibrary loan. Renewals must be requested on or before the due date and will be approved only if no holds have been placed on the items. Only one renewal is allowed for interlibrary loans.
Is there a charge for interlibrary loans?
There are no charges to libraries for borrowing materials on interlibrary loan from the Legislative Library. However, some libraries do charge for the lending service.
The Legislative Library charges for copying or reproducing pages from journals and magazines. Copying is subject to copyright law and the library reserves the right to limit the number of copies provided. For specific charges, please contact the library.
What cannot be borrowed on interlibrary loan from the Legislative Library?
The following items cannot be borrowed:
- Manitoba government publications more than 40 years old or when only one copy is held
- publications deposited under The Legislative Library Act of which only one copy is held by the library
- Reference (REF) items
- Rare Book Room (RBC) materials
- all legislative materials: statutes, bills, debates, committee minutes, etc.
- magazines and periodicals over one-year old
- newspaper originals
- vertical files, press clipping files and scrapbooks
- all microfilm for which the library does not hold negatives, including the Winnipeg Free Press, Winnipeg Sun and Winnipeg Tribune
