Additional information on travel restrictions to northern Manitoba and remote communities

An order prohibiting travel to northern Manitoba was put into effect on December 9, 2020. The order states that no person shall travel into northern Manitoba or a remote community, with exceptions for the following people if they have no symptoms of COVID-19 and:

• reside in northern Manitoba or a remote community;
• are travelling into northern Manitoba or a remote community in order to establish their permanent residence;
• are travelling into northern Manitoba or a remote community with or on behalf of the Government of Canada, the Government of Manitoba, or a Crown corporation or other government agency;
• are a health care provider who is travelling into northern Manitoba or a remote community to provide health care services;
• are a professor, teacher or other educational professional who is travelling into northern Manitoba or a remote community to work at a post-secondary educational institution or a school;
• owns, operates or is employed by a business who is travelling into northern Manitoba or a remote community to deliver goods or provide services normally provided by that business or to engage in activities that the business normally conducts in northern Manitoba or a remote community;
• are travelling into northern Manitoba or a remote community to attend classes or obtain instruction or training at a post-secondary educational institution or a school;
• are travelling into northern Manitoba or a remote community to facilitate shared parenting arrangements under a custody order or agreement, or in the course of their duties with a child and family services authority;
• are travelling into northern Manitoba or a remote community for emergency medical purposes;
• are travelling into northern Manitoba or a remote community for the purpose of participating in a trial or other judicial proceeding; and
• are non-Manitoba residents who reside in areas close to northern Manitoba and who regularly travel into northern Manitoba to shop, access health services or for other essential purposes, if they  restrict their travel to a minimum and limit their use of local services.

The following is also permitted into northern Manitoba or a remote community under the orders:

• travel to a cottage, cabin, provincial park, campground or hunting or fishing lodge if they travel as directly as possible to and from their intended destination and limit their use of local services to a minimum;
• travel to visit a family member or friend who is in a health care facility with a life-threatening illness or injury if the health care facility has authorized the visit;
• travel community to attend the funeral of a family member or friend; and
• travel to provide care to a family member or friend who is seriously ill but is not in a health care facility.

Further, all people entering northern Manitoba who are exempt as outlined above must ensure they have completed any mandatory self-isolation required in the Self Isolation Orders and must wear a mask as appropriate if using public transportation to get to northern Manitoba.

Travel within northern Manitoba is not restricted under the orders, though all non-essential travel is not recommended.
