Keeping roads and highways safe for all Manitobans is a vital part of the mandate for Manitoba Motor Carrier Enforcement (MMCE). Each month MMCE conducts focused inspections, enforcement blitzes and outreach activities to promote safe operations of motor carriers on Manitoba highways.

Occupant Restraint Enforcement Blitz

Between March 16 to 20, MMCE conducted an occupation restraint enforcement blitz with 3 tickets issued for violations.

West Hawk Flood Blitz

On March 16, MMCE deployed officers to the West Hawk Lake area, where a total of 19 CVSA inspections were completed. Inspections resulted in the issuance of 21 tickets.

From April 1, 2025, to March 31, 2026, MMCE has issued an Hours of Service (HOS) violation or placed a vehicle out-of-service a total of 2089 times.

April

West Hawk Blitz

On April 10, MMCE deployed officers to the West Hawk Lake area for an enhanced enforcement blitz. A total of 26 vehicles were stopped, resulting in 27 tickets issued. Of the vehicles inspected, 18 were found to be in violation and received at least one ticket. Enforcement actions also led to 5 vehicles and 2 drivers being placed out-of-service, indicating significant compliance and safety concerns.

The operation demonstrated a high rate of non-compliance, with over two-thirds of vehicles stopped requiring enforcement action. Multiple out-of-service orders further highlight critical safety violations encountered during the inspection period.

Brake Safety Day

On April 14, officers participated in CVSA’s Unannounced Brake Safety Day, a targeted initiative focused on brake-related defects. Enforcement centred upon Level 1 inspections assessing driver and vehicle compliance, with an emphasis on brake systems. A total of 71 units were checked, resulting in 36 inspections: 9 passed, 19 failed, and 8 were placed out-of-service.

Portage La Prairie Blitz

On April 24, MMCE deployed officers to the Portage la Prairie area. A total of 33 tickets were issued and 9 inspections were conducted.

International Roadcheck and Canada Road Safety Week

Between May 12 and May 14, a total of 22 officers conducted enforcement activities as part of International Roadcheck and Canada Road Safety Week. The result was 102 tickets issued, 149 inspections conducted, and 21 warnings issues. Of the 149 CVSA inspections, MMCE conducted 129 Level 1, 15 Level 2, and 5 Level 3.

Multi Agency Enforcement Blitz

On May 26, MMCE hosted a multi agency enforcement blitz at Headingley Weigh Station with Employment and Social Development Canada and Manitoba Public Insurance. A total of 80 tickets were issued, with 29 being violations of Hours of Service regulations. Additionally, 37 CVSA inspections were conducted with 14 being placed out-of-service.

Human Trafficking Awareness Initiative

The CVSA hosted its annual Human Trafficking Awareness Initiative, a coordinated five-day effort across five Canadian provinces, all 50 U.S. states, and Mexico. Participants from both the enforcement and the motor carrier sector worked together to raise awareness about human trafficking—how to recognize it and what steps to take if someone may be a victim.

During the initiative:

• 41,102 wallet cards, 17,033 window decals, and 2,468 posters were distributed.
• 87 outreach events and 267 presentations took place.
• 670 media contacts and 161 social media posts.

September

Multi Agency Enforcement Blitz

In September of 2025, the Manitoba government launched a multi-agency enforcement / education campaign to crack down on dangerous commercial trucking practices. The initiative focuses on non-compliant trucking companies, and poor on-road performance, while working with partners to ensure that the rights of commercial drivers are being protected and to disrupt labour trafficking. On September 25, the first multi-agency blitz was held at the West Hawk Highway Traffic Inspection Station. Agencies on-site providing support and educational outreach to drivers included Employment and Social Development Canada, Manitoba Public Insurance, Manitoba Workers Compensation Board, and the RCMP.

A total of 48 provincial offence notices were issued for a variety of safety infractions.

October

Operation Impact

Over the Thanksgiving long weekend, MMCE participated in “Operation Impact” — a Canada-wide safety initiative aimed at stopping dangerous driving behaviour such as impaired driving due to alcohol, drugs and fatigue, aggressive driving, distracted driving and the use of seat belts and child car seats.

Over 200+ charges were laid in relation to commercial vehicles across the province for a range of offences, including speeding, seatbelt violations, stop signs, and imprudent driving. Notably, 117 commercial vehicle inspections were conducted, of which 19 driver’s licences were suspended for tampering/falsifying Electronic Logging Device records.

School Bus Safety

Taking place between October 20 and 24, School Bus Safety Week is observed annually to promote safe practices around school buses, emphasizing the importance of safety for students, drivers, and the community.

MMCE conducted 55 school bus inspections: 38 passed, 15 failed, and 2 out-of-service.

Multi Agency Enforcement Blitz

On October 24, a second multi-agency blitz was held at the Emerson Highway Traffic Inspection Station. In attendance was Manitoba Worker’s Compensation Board (WCB), Employment and Social Development Canada (ESDC), and the RCMP.

The blitz represented an opportunity for partner agencies to provide education and resources to drivers on several matters. For example, the WCB informed drivers on worker rights, and how to report workplace injuries, while ESDC was able to engage with and identify misclassified drivers.

Together with partners from the RCMP, MMCE officers issued a total of 58 provincial offence notices for a variety of safety infractions. 11 CVSA inspections were also performed on commercial vehicles, that resulted in placing 6 drivers out-of-service.

Road Safety Enforcement Blitz

MMCE regularly carries out focused and enhanced traffic enforcement blitzes in specific areas with high-volume commercial truck traffic. With a focus on improving road safety, MMCE targets high-risk driving behaviors and ensures compliance with all applicable legislation and related regulations.

Road safety enforcement initiatives significantly reduce the likelihood of collisions and promote compliance by reminding drivers to adhere to traffic laws, which can lead to fewer violations and better road safety practices.

Highway Tank Inspection Blitz

The Highway Tank Inspection Blitz is an intensive, high-volume inspection effort targeting commercial vehicles that transport dangerous goods. Led by the CVSA, MMCE conducted 33 inspections at weigh stations, temporary inspection sites, and through mobile patrols. The result was: 25 passed, 6 failed, 2 out-of-service, and 1 provincial offence notice issued for shipping document contravention.

Hours of Service Enforcement Blitz

MMCE chose Hours of Service (HOS) as the focal point for a Blitz week in December 2025 to underscore its role in reducing fatigue-related incidents. In previous road-checks, HOS violations have consistently ranked among the top driver out-of-service infractions. Proper adherence to HOS helps protect drivers, freight and the motoring public.

The results from this year’s week-long HOS Blitz were as follows:

• 317 commercial vehicles inspected

• 240 passed
• 51 failed with drivers being allowed to continue on 
• 26 placed out-of-service and removed from the road

• The inspections resulted in a total of 150 offence notices being issued for HOS violations, with drivers receiving 66 of these tickets, while carriers received the remaining 84 tickets.
