MUNICIPAL COUNCIL CODE OF CONDUCT
The Municipal Council Codes of Conduct legislation came into effect on November 1, 2020. The legislation included amendments to The Municipal Act that required all municipalities to have a code of conduct by-law in place, and mandated training for all council members on respectful conduct.
All council members are required to take training on the Council Code of Conduct within six months of being elected or re-elected. A member of council who does not take the training within six months cannot carry out a power, duty or function as a member of council until the training is completed. Mandatory online training provided by Municipal Relations can be accessed at Manitoba Municipal Learning.

The Council Members’ Codes of Conduct Regulation defines the minimum requirements that each municipality’s code of conduct bylaw must meet. The regulation also sets out the extent and limits for sanctions.
All municipal councils are required have a code of conduct by-law in place, and to review their by-law annually, to ensure it continues to meet their council’s needs. Codes of Conduct should not be confused with conflict of interest, which is under different legislation in The Municipal Council Conflict of Interest Act.
