Licences issued since November 15, 2024 are now available for pickup at the Manitoba Government essential mail pick-up locations.
Inside the Winnipeg area, the mail pickup location is 401 York Avenue.
Outside the Winnipeg area, please refer to the web link below for the pickup location, which will be based on your mailing address.

Pick-up locations are open Monday to Friday from 8:30 a.m. to 4:30 p.m. unless otherwise indicated. Please note that photo identification is required for pick-up.
Private Investigators and Security Guards Program
Manitoba Justice's Private Investigators and Security Guards Program regulates the private security and private investigator industries in accordance with the provisions of The Private Investigators and Security Guards Act. Manitoba Justice is committed to enhancing public safety through effective regulation of the private security industry.
As of November 19, 2024, we are currently processing applications received on October 23, 2024. This information is updated every Tuesday and Friday.

Security Guard & Private Investigator Licence(s)
The Private Investigators and Security Guards Act requires that all individuals conducting private Investigation and/or security guard duties are licensed.
Under The Private Investigators and Security Guards Act, individuals conducting loss prevention duties require a security guard licence, but must request a uniform exemption.

Security Guard Training
In Manitoba, all security guards must complete a mandatory security guard training program as delivered by an approved training provider.
