15. FRENCH LANGUAGE SERVICES SECRETARIAT 15. LE SECRÉTARIAT DES SERVICES EN LANGUE FRANÇAISE
A) The Work Ahead A) Le travail à faire
The original mandate of the French Language Services Secretariat (FLSS) was to advise on, facilitate, supervise and guide the delivery of French-language services. If one considers the recommendations of this report, one can see that this mandate is altered to obtain improved delivery of French-language services. The FLSS must be able to manage this change, both internally and externally. It must be an agent of change that counsels and guides the government in what is a sensitive issue. The FLSS must find, suggest and promote practical and innovative means in an environment characterized by change, a leaner civil service and greater expectations of efficiency on the part of the general public. Le Secrétariat des services en langue française (SSLF) a reçu le mandat de conseiller, faciliter, surveiller et guider la prestation de services en français. Si on considère les recommandations de ce rapport, on peut constater que le mandat du SSLF est modifié pour obtenir une amélioration de la prestation des services en français. Le SSLF doit pouvoir gérer ce changement, tant interne qu'externe; il doit être un agent de changement qui puisse conseiller et guider le gouvernement dans cette question qui est de nature délicate. Le SSFL doit trouver, suggérer et promouvoir des méthodes pratiques et innovatrices adaptées à un environnement caractérisé par le changement, une fonction publique réduite en effectifs et en ressources et de plus grandes attentes d'efficacité de la part du grand public.
In the last little while, all the departments have had to undergo a business planning exercise. The FLSS must acknowledge the value of such an exercise, just as the other central government agencies have. Even though the FLSS does not have direct contact with the clientele through program delivery, it has contact with this same clientele through complaints. Tous les ministères doivent se soumettre depuis peu à l'exercice de la planification d'affaires. Le SSLF doit reconnaître la valeur d'un tel exercice, au même titre que les autres organismes centraux du gouvernement. Même si le SSLF n'a pas de contact direct avec la clientèle résultant de la prestation de programmes, il a un contact avec cette même clientèle par le biais des plaintes.
By doing its own planning, the FLSS can enter into partnership with the departments that offer French-language services and share goals and objectives as well as performance measures. Such ongoing quality improvement would, moreover, be facilitated by the creation of CSC's. En faisant sa propre planification, le SSLF peut entrer en partenariat avec les ministères qui offrent des services en français, et partager buts, objectifs et mesures de performance. La création de CSC permettra d'ailleurs une telle démarche d'amélioration continue de la qualité.
These business plans are not the same as the French Language Services plans drawn up by the departments. The business planning exercise focuses more on customer service than the amount of resources pumped into service delivery. The expected outcomes defined by the planning exercise should closely correspond to the goals and objectives defined by the partnership between the FLSS and the departments. All this will have to be part of a general government strategy that will fit into the Manitoba Corporate Framework, the three pillars of which are Fiscal Management, Dynamic Economy and Improved Quality of Life. Cette planification d'affaires n'est pas la même chose que les plans de mise en œuvre des services en français élaborés par les ministères. Elle se concentre plus sur le service à la clientèle que sur le montant de ressources injectées dans la prestation de services. Les résultats attendus de cette planification doivent correspondre de près aux buts et aux objectifs définis par ce partenariat entre le SSLF et les ministères. Le tout devra faire partie d'une stratégie générale du gouvernement, stratégie qui s'insérera dans le Manitoba Corporate Framework dont les trois axes sont: Fiscal Management, Dynamic Economy and Improved Quality of Life.
B) Communications and the FLSS B) Les communications et le SSLF
Furthermore, the FLSS must increase its communication with the general public, and, out of concern for transparency, inform the public of outcomes, obstacles and proposed solutions for implementation of the Policy. In so doing, the FLSS will integrate the French-speaking community into the larger Manitoban community. D'autre part, le SSLF doit accroître ses communications avec le grand public et, dans un souci de transparence, doit informer le grand public des résultats, des obstacles et des solutions suggérées en ce qui a trait à la mise en œuvre de la Politique. En faisant cela, le SSLF intégrera la communauté francophone dans l'ensemble de la communauté manitobaine.
This increase in communication must also extend to the provincial government. The FLSS can use the Intranet to provide the departments with information about its activities, and information on the client Francophone community and its needs as well. Cette communication plus large doit également se manifester au sein du gouvernement provincial. Le SSLF peut utiliser l'Intranet pour présenter aux ministères de l'information au sujet de ses activités mais doit aussi les informer sur la communauté francophone cliente et ses besoins.
The FLSS will facilitate meetings with specific stakeholders and seek to reduce the obstacles to implementation of the Policy. Le SSLF facilitera des rencontres avec des intervenants particuliers et cherchera à réduire les obstacles qui s'opposent à la mise en œuvre de la Politique.
In exchange, the Francophone community will be made aware of the steps taken by the FLSS, be it by the Internet or communication in the Francophone press. The community must know that the government is going to be putting systems in place to measure how often French-language services are used. En échange, la communauté francophone sera mise au courant des démarches entreprises par le SSLF, que ce soit au moyen d'Internet ou de communications dans la presse francophone. La communauté doit savoir que le gouvernement va mettre en place des mesures pour connaître la fréquence de l'usage de services en français.
From the needs analysis through to the measurement of the use of services, the Francophone community is considered a full partner in the entire French Language Services Policy implementation process. Dans ce processus, la communauté francophone est considérée comme étant un partenaire à part entière de la mise en œuvre de la Politique des services en langue française et ce partenariat va de l'analyse de ses besoins jusqu'à la mesure de l'utilisation des services.
C) French Language Services Coordinators C) Les coordonnateurs des services en langue française
The principle of French Language Services Coordinators situated in the various departments has had mixed results. In some cases, communication is very efficient; in others, it is non-existent. This is quite often due to the fact that the coordinators do not act on a full-time basis and are unable to have the desired influence. Le principe selon lequel les coordonnateurs des services en langue française ont été situés dans les différents ministères a connu des résultats variable. Dans certains cas, la communication est très efficace, dans d'autres, elle est inexistante. Cela est très souvent dû au fait que les coordonnateurs n'exercent pas leurs fonctions à plein temps et ne peuvent pas avoir l'influence souhaitée.
Having full-time French Language Services Coordinators in each department is not a practical idea, nor does it make particularly good sense. However, this function must continue to be fulfilled one way or another. It seemed to me that having full-time coordinators organized on a sectoral basis would be more appropriate and permit more precisely-targeted action. Placer des coordonnateurs de services en langue française à plein temps dans chaque ministère n'est pas une démarche pratique ni très sensée. Cependant, il faut continuer à assurer cette fonction d'une façon ou d'une autre. Il m'est apparu que la mise en place de coordonnateurs à plein temps selon une structure sectorielle serait plus appropriée et permettrait une action plus ciblée.
Such a structure would enable the coordinators to provide support to one another, and give more weight to their recommendations. The coordinators could also promote French-language services among target groups within the Franco-Manitoban community. The government consists of the following sectors: Human Services, Community Services, Economic & Sustainable Development, and Management and Reform. Responsibility for the departments would be divided among the four full-time coordinators as follows: L'approche sectorielle permettrait aux coordonnateurs de s'entraider et accorderait plus de poids à leurs recommandations. Les coordonnateurs pourraient aussi faire la promotion des services en français au sein de groupes-cibles dans la communauté franco-manitobaine. Le gouvernement comprend les secteurs suivants : Human Services, Community Services, Economic & Sustainable Development, Management and Reform Sector. Les ministères seraient répartis parmi les quatre coordonnateurs à plein temps de la façon suivante:
  • Health (including the Children and Youth Secretariat) and Family Services;
  • Santé (incluant le Secrétariat de l'enfance et de la jeunesse) et Services à la famille;
  • Education and Training; Culture, Heritage and Citizenship; Labour; and Status of Women;
  • Éducation et Formation professionnelle, Culture, Patrimoine et Citoyenneté, Travail et Statut de la Femme;
  • Consumer and Corporate Affairs; Environment; Housing; Justice; and Seniors' Directorate;
  • Consommation et Corporations, Environnement, Logement, Justice et Direction des personnes âgées;
  • Agriculture; Highways and Transportation; Industry, Trade and Tourism; and Rural Development.
  • Agriculture, Voirie et Transport, Industrie, Commerce et Tourisme et Développement rural.
If Recommendation Nos. 25 and 26 are accepted, the workload of the coordinators should be acceptable. It will nonetheless be necessary to ensure these workloads are reviewed after a year. Si les recommandations nos 25 et 26 sont acceptées, les charges de travail des coordonnateurs devraient être acceptables. Il faudra néanmoins réexaminer la répartition de ces responsabilités après une période d'un an.
The coordinators will be bilingual, and extremely up-to-date on the portfolios of their various departments. Their presence would greatly support measures taken by the ad hoc committee referred to in Recommendation No. 26 and they would provide a solid link between the CSC's, the FLSS and the departments concerned. Lastly, based on consultations with their respective departments, they could help set standards that would lead to uniform service delivery. Ces coordonnateurs devront être, d'une part, obligatoirement bilingues, d'autre part, très au courant des dossiers de leurs différents ministères. Leur présence appuierait grandement les démarches faites par le comité ad hoc décrit dans la recommandation no 26. De plus, ils établiraient un lien de qualité entre les CSC, le SSLF et les ministères. Enfin, ils dresseraient les normes de prestation de services selon leurs consultations avec les ministères qu'ils représenteraient, ce qui favoriserait l'uniformisation de la prestation de services.
As the coordinators would be organized on a sectoral basis, it will be appropriate to ask the departments in each sector to contribute financially to the initiative. Treasury Board, together with the FLSS and the departments concerned could look at a formula that would enable the coordinators to be hired immediately so as to implement all the above-listed recommendations. Puisque ces coordonnateurs travailleraient dans le cadre d'une structure sectorielle, il conviendrait de demander aux ministères dans ces secteurs de participer financièrement à cette initiative. Le Conseil du Trésor, en collaboration avec le SSLF et les ministères, pourrait examiner une formule qui permettrait d'engager ces coordonnateurs dans les meilleurs délais afin de mettre en œuvre toutes les recommandations énumérées plus haut.
Lastly, a common-sense solution is required to prevent these coordinators from spending too much time on the road between the departments they represent and that is to locate them within the FLSS. Precedents exist for this type of administrative structure. The coordinators' presence in the FLSS office would enable a constant flow of information between the departments, the CSC's and the FLSS. The public and the government can only benefit from this inter-sectoral approach. Enfin, pour éviter que ces coordonnateurs passent trop de temps à se déplacer entre les ministères qu'ils représentent, il faut trouver une solution qui a du bon sens : ils seront situés au sein du SSLF. Il existe des précédents pour ce qui est de ce type d'organisation administrative. Leur présence au bureau permettra un échange constant d'information entre les ministères, les CSC et le SSLF. Le public et le gouvernement ne peuvent que bénéficier de cette approche intersectorielle.

Recommendation no. 27 Recommandation no 27
  • That the FLSS submit to the same business planning exercise as the departments, the special operating agencies and the central agencies of the government in accordance with the concepts and criteria set out by Manitoba Measures (Treasury Board Secretariat);
  • Que le SSLF se soumette à l'exercice de la planification d'affaires au même titre que les ministères, organismes de service spécial et autres organismes centraux du gouvernement, et selon les concepts et les critères indiqués par Manitoba Measures (Conseil du Trésor).
  • That the FLSS have a presence on the provincial Web site (Internet and Intranet) to increase access by civil servants and the general public to the goals and objectives that the FLSS is trying to achieve;
  • Que le SSLF ait une présence sur le site Web du gouvernement (internet et intranet) pour que le grand public et les fonctionnaires puissent plus facilement connaître les buts et objectifs que cherche à atteindre le SSLF.
  • That the functions of the 18 French Language Coordinators be taken over by four interdepartmental coordinators (organized on a sectoral basis) hired to facilitate the liaison between the FLSS, the departments and the general public;
  • Que les fonctions des 18 coordonnateurs de langue française soient assumées par quatre coordonnateurs interministériels (selon une approche sectorielle) pour faciliter le lien entre le SSLF, les ministères et le grand public en général.
  • That the FLSS consult Treasury Board about financial assistance for setting up and maintaining these interdepartmental coordinators;
  • Que le SSLF consulte le Conseil du Trésor pour obtenir une participation financière à l'établissement et au maintien de ces coordonnateurs interministériels.
  • That these interdepartmental coordinators be located within the FLSS but continue to be under the administrative responsibility of their department and the direct supervision of the deputy minister.
  • Que ces coordonnateurs interministériels soient situés au sein du SSLF mais qu'ils continuent à relever de leurs ministères respectifs, sous la supervision directe des sous-ministres.
