Water Information and Flood Conditions

The Hydrologic Forecast Centre (HFC) mission is to produce accurate timely hydrologic forecasts and information to the public and all levels of government using the best available scientific principles to integrate and model water, weather, and climatic information:

  • Provide flood condition reports, forecasts and warnings to support flood response planning and flood fighting activities
  • Produce hydrologic information and forecasts used in the operation of provincial water control structures
  • Prepare spring flood outlooks during the winter
  • Issues daily flood reports, specific river forecasts and advisories during flood events
  • Prepare river flows and lake level reports daily or weekly throughout the year
  • Prepare periodic lake and reservoir level reports and forecasts during periods of open water, high water levels and high wind conditions
  • Prepare daily wind effect maps for major lakes in Manitoba during the open water season, with warnings and advisories issued when impacts are anticipated
  • Perform hydrologic and hydraulic analysis and modelling to determine impacts of developments, land use changes and climate change on water regimes
  • Assist in operation and also conduct operation of some of provincial water control structures for flood and drought mitigation.
  • Maintain hydrologic data and products for use by other various governmental agencies and the public.
  • Collaborate with other hydrologic forecasting centres in nearby jurisdictions to exchange data and information, to  discuss forecasting methodologies, and to discuss forecasts during flood events

Forecasts/Reports

Overview

The Hydrologic Forecast Center (HFC) provides flood outlooks in the latter part of February and March and in late January if the risk of flooding appears to be abnormally high. Forecasts during the flood event provide daily flows and levels forecasts as the runoff develops. The HFC also provides daily forecasts for flows and levels at key locations during the open water season as needed. Forecasts are issued as flood sheets, daily flood reports, and flood media bulletins. In addition, the HFC develops a fall conditions report, which summarizes the soil moisture and base flows and levels conditions before freeze up. For flood related terminology, please see the Maps/Resources section.
