Municipal Boundary Changes
The Canadian Constitution grants the Government of Manitoba the authority to establish municipal boundaries. Boundary changes are governed by The Municipal Act, which prescribes the steps required to initiate a municipal boundary change, and what processes must be followed in order for them to be approved. Manitoba Municipal and Northern Relations administers the boundary change process, with The Municipal Board and Community Planning Branch playing lead roles.
The majority of municipal boundary changes are undertaken through the annexation process. This is where land is transferred from the jurisdiction of one municipality to its neighbour. The department has produced a handbook that details the steps and requirements that make up the annexation process.
