Health Information Privacy Committee
On January 1, 2022, the Health Information Privacy Committee (HIPC) was replaced with the Provincial Health Research Privacy Committee (PHRPC). Changes to The Personal Health Information Act came into effect and enabled the implementation of initial changes toward a harmonized health research approval process, which will improve time-to-conduct research in Manitoba. The PHRPC is administered by Research Manitoba as part of the Research Improvements Through Harmonization In Manitoba (RITHIM) initiative to harmonize reviews of research projects in Manitoba.

HIPC Applications That Received Conditional Approval in 2021
For all applications that received conditional approval from the HIPC prior to January 1, 2022, applicants have one year from the date of the conditional approval to resubmit to the HIPC for review. If the requested information is not submitted within this time period a new application will need to be submitted to the PHRPC. Please email any pending documents and responses to the conditional approval letter to HIPC@gov.mb.ca for review and full approval.
Amendments to Research Projects Approved by HIPC
Any proposed changes to a research project that was approved by the HIPC must be reported to the PHRPC for review and approval in advance of its implementation. For more information, and to find the amendment form, please visit the RITHIM website.
