| A community's autonomy, development and vitality are interconnected with its harmonious relations with the government bodies that provide a variety of services in essential areas and all aspects of daily life. In this regard, Manitoba's Francophone community is no different from other communities. | L'autonomie d'une communauté, son épanouissement et sa vitalité passent par une relation harmonieuse avec les instances gouvernementales qui fournissent, sous une forme ou une autre, des services dans des domaines essentiels et dans chaque volet de la vie quotidienne. Dans un tel contexte, la communauté francophone du Manitoba n'est pas différente des autres communautés qui l'entourent. |
| The Franco-Manitoban community has, for decades, worked to achieve a level of autonomy that is essential to its well-being and development. In the era of the Internet, and on the eve of the year 2000, this community is reaping the benefits of decades of work, community commitment and a vision of the future. | Pendant de nombreuses décennies, elle a oeuvré pour atteindre un niveau d'autonomie essentiel à son bien-être et son épanouissement. À l'heure de l'Internet et à la veille de l'an 2000, elle a en mains l'héritage de décennies de travail, d'engagement communautaire et une vision de l'avenir. |
| Essential to this vision is a positive and productive dialogue between the leaders of the community and the provincial government. This dialogue is entering a new phase with the release of this report entitled Above All, Common Sense - Avant toute chose, le bon sens. In accordance with my terms of reference as stated by the Government, I consulted both members of the French-speaking community, and government officials who are instrumental to the implementation of the French Language Services Policy | Cette vision passe, entre autres, par un dialogue positif et productif entre ses dirigeants et le gouvernement provincial. Ce dialogue entame une autre étape avec le dépôt de ce rapport: Above all, common sense – Avant toute chose, le bon sens. Selon le mandat que m'a confié le gouvernement, j'ai consulté à la fois la communauté d'expression française et les fonctionnaires qui sont instrumentaux dans la mise en œuvre de la Politique des services en langue française. |
| My consultations showed that the dialogue will be even more harmonious when the intentions and recommendations contained in this report are translated into reality by both parties. Common sense played a vital role in the preparation of this report and such an approach will no doubt be beneficial to both the Francophone community and the Manitoba Government. The former wishes to use the services provided by the latter who wishes to adjust services based on the needs expressed. | Il ressort de cette consultation que le dialogue sera encore plus harmonieux lorsque ces deux parties traduiront dans la réalité les intentions et les recommandations exprimées dans ce rapport. Le bon sens a guidé mes démarches et je suis convaincu que les bénéfices d'une telle approche seront à l'avantage de la communauté francophone et du gouvernement manitobain. L'une veut utiliser les services donnés par l'autre qui tient à ajuster ces mêmes services selon les besoins exprimés. |
| This report provides a plan of action. The opportunities are waiting and should be taken. All the elements of success are there. This plan belongs to the Government as much as to the French-speaking community. It is time to get to work … with common sense. | Ce rapport offre un plan d'action. Les occasions sont là et il faut en prendre avantage. Tous les éléments pour en faire un succès sont présents. Ce plan appartient autant au gouvernement qu'à la communauté d'expression française. Il suffit de s'y mettre … avec bon sens. |
