Designating the Head of a Local Public Body


FIPPA gives the head of a public body the responsibility for all decisions and actions of the public body under the Act.

FIPPA defines the head of public bodies in the Manitoba government:

  • for a department, the head is the minister responsible for the department
  • for an unincorporated Crown agency, the head is the minister responsible for the agency
  • for an incorporated government agency, the head is the CEO of the agency.

Each local public body must designate the official who will serve as its head for purposes of FIPPA.  This may be done through a by-law or resolution.
