CUSTOMER ACCOUNT – FIRST TIME CUSTOMER

What is a customer account?

A customer account is a unique one-time account set up to provide access to purchase Manitoba licences, permits and future applications. The account is used to verify eligibility and provide contact information.

How do I create a customer account?

You will be able to create your customer account through the elicensing website. You start by selecting the Create Account option at the top of the screen to set up your customer account.

**If you have previously entered the multilevel draws (1996-2019), you will already have a customer profile that you will have to update. Call 1-877-880-1203 for assistance to find your customer profile, or use the LOOK UP YOUR PROFILE function.

What is a customer ID number?

A customer ID number is a unique identification number for each person who purchases a licence within the elicensing system. Your customer ID number is used for all hunting and angling licences and park vehicle permit purchases.

How do I get a customer ID number?

Your customer ID number is created when your account is set up. To create an account, click on the "Create Account" on the home page and follow the prompts. The customer ID number is automatically generated. Please record this number for your records.

There are three ways to set up an account and get your customer ID number.

  • Manitoba elicensing - general public access to an online system through a computer (e.g. at home, mobile phone, tablet, etc.).
  • Vendors - include participating retailers and government offices. Find an elicensing Issuer here.
  • Call Centre – 1-877-880-1203 - Open: 8 am to 9 pm, 7 days per week for those individuals who do not have online connectivity. You must pay by credit card.

What if I forget my password?

If you forget your password, password reset information will be sent to the email address attached to your account. Visit the My Account page on the website and follow prompts regarding "Forgot your password".

What if I forgot my customer ID number?

Your customer ID number is printed on all licences and is available through your customer account. If you have forgotten your customer ID number do not create a second account. Remember, any identification number included in your account can be used to look up your account (e.g. Manitoba Driver's Licence).

Who can I contact if I have problem with my elicensing account?

Please contact the Aspira Help Desk at 1-877-880-1203 first. If they are unable to help you solve your concern, please email elicensing@gov.mb.ca.

What information do I need to provide to create an account?

To create an account the following basic information must be provided.

  • Name
  • Date of birth
  • Address (mailing and home address)
  • Phone number
  • Email Address
  • At least one identification number (used for the purpose of looking up your account if you misplace your customer ID number)

Please note: additional information will be requested depending on the type of licence you are purchasing. For example, hunting licences requires a Hunter Education Certificate number or certificate from the Manitoba Wildlife Federation to verify your qualifications.

Why do I need to provide personal information to purchase a licence or permit?

Personal information is collected on behalf of the Department of Conservation and Climate and Agriculture and Resource Development for the purposes of issuing receipts, licenses and permits, conducting resource based surveys and law enforcement. Under the terms of the Information Management Agreement (IMA), Aspira has put in place security safeguards and measures to protect the personal information it collects from risk of unauthorized access, use, disclosure, alteration or retention.

Manitoba Conservation and Climate and Agriculture and Resource Development takes the protection of individuals’ personal information very seriously. The protection of personal information in the elicensing system is compliant with The Freedom of Information and Protection of Privacy Act (FIPPA). A comprehensive IMA with Aspira forms a key part of the service provider contract to ensure that personal information of applicants is securely stored and managed in Canada.

Do I need a new customer ID number each year?

No. Once created, the customer ID number must be used for future purchases of licences and permits subject to eligibility requirements. Do not create a duplicate account.

Do I need a new customer ID number if I change residency?

No, you do not create a new account; you are able to edit and update your account information as required (for example, Name, mailing address, email address, phone number).

If I don't have an email address can I buy a licence at a retailer?

If you do not have an email address, you can purchase a licence or permit at an issuer OR by contacting the elicensing Help Desk at 1-877-880-1203 and it will be mailed to you. You will need a credit card for this option. Licenses and permits that are ordered by phone will require ten (10) business days to be delivered by Canada Post. Please ensure your mailing address is correct.

It is recommended that you purchase your Park Vehicle Permits seven (7) days prior to your planned arrival if ordering a permit by phone to ensure you receive your permit by mail in time for your park visit.

Is there an administration fee when purchasing an elicence?

Yes, in addition to current base licence fees, the administration fee will be $4.50. All licences or permits purchased will include the administration fee. An exception to this is the "Manitoba Resident Seniors Conservation Licence" and “Spring Conservation Goose”, which are free of charge.

The administration fee ($4.50) will be directed towards the hosting, maintaining and supporting of the new elicensing system that is being managed by a third party vendor on behalf of government. It should be noted that base licence/permit fees remain the same as last year.

The new elicensing system will allow for 24 hour a day, 7 days a week, and 365 day a year online availability to licences and permits making it more convenient and accessible to customers.

How was the vendor selected for the new elicensing system?

Manitoba undertook an open and transparent tendering process in the selection of the vendor to complete the design and implementation of the new elicensing system.

LICENCE PURCHASES

Where can I buy a Manitoba Hunting Licence, Fishing Licence or Park Vehicle Permit?

There are three ways you can purchase a licence or permit through the elicensing system:

  • Manitoba elicensing - general public access to an online system through a computer (e.g. at home, mobile phone, tablet, etc.). You must pay by credit card.
  • Vendors - participating retailers and government offices. Find an elicensing Issuer here.
  • Call Centre – 1-877-880-1203 - Open: 8 am to 9 pm, 7 days per week for those individuals who do not have online connectivity. You must pay by credit card. You must allow for ten (10) business days to receive your permit or licence (and game tags, if applicable) in the mail.

Do I need to print out my licence or permit?

Yes, angling licences and park vehicle permits must be printed. Angling licences must be signed and carried on you when fishing.

You can download certain hunting licences from your elicensing account. You must have the assigned tag with you when hunting for your hunting licence to be valid.

If you will be party hunting, you will need to print your hunting licence and both parties must sign the licence.

Can I purchase a licence with my mobile phone?

Yes, you can access your web account and purchase licences through your mobile device. However, some licences require a printed copy and must be available upon request by a Conservation Officer or displayed appropriately.

Do I need a credit card to purchase a licence over the phone?

Yes, a valid credit card is required to purchase any licence over the phone.

Can I use someone else's email address?

No, the email will be attached to the person being issued the licence as a one email address per one customer relationship (1:1).

Will the Manitoba Resident Senior Angling licence be free or will there be a cost to purchase?

The Manitoba Resident Senior Angling Licence will be free of charge.

How do I purchase a hunting licence?

You will be required to “Create a Customer Account” before purchasing a hunting licence. After creating a customer account, you will be able to purchase items from Manitoba elicensing.

What licences do I need to go migratory bird hunting in Manitoba?

During the regular fall migratory game bird hunting season you must have a Manitoba Game Bird Hunting Licence and the federal Migratory Game Bird Hunting Permit and stamp. If you are 65 years of age or older, you do not require the Manitoba Game Bird Hunting Licence.

During the Spring Conservation Goose Season, all hunters require a Spring Conservation Goose Licence (no charge) and the previous year’s federal Migratory Game Bird Hunting Permit and stamp.

The federal Migratory Game Bird Permit and stamp is available at most Canada Post offices, some private vendors/retailers, as well as online at https://www.permis-permits.ec.gc.ca.

I am hunting through a licensed outfitter or lodge, how do I get my big game licence?

Contact the licensed outfitter or lodge who will be responsible for your big game licence. You may purchase your angling or game bird licences prior to your arrival to the lodge if you plan to fish or hunt for game birds. Outfitters and lodges may not be able to purchase your angling or game bird licences for you.

Will hunters and trappers be required to enter their Hunter Safety Certificate number or Trapper Education Certificate number, prior to purchasing a licence?

The customer will be asked to either:

  • Provide a Hunter Education Certificate number or Trapper Education Certificate number along with the issuing State/Province/Country. The certificate number will be added to the customer's profile and the customer will not be prompted for Hunter Education information again OR
  • If the customer does not have the Hunter Education Certificate number or Trapper Education Certificate number in hand, they must ATTEST that they possess a valid Hunter Education certificate issued by a specific country/state/province. The system will continue to prompt the customer for the hunter education information with every relevant purchase until a certificate number is entered.

GAME TAGS

Do I require game tags to purchase a big game licence?

Customers are not required to have their Game Tags prior to purchasing hunting licences.

With phone sales: the Game Tags will be associated with the purchased licences and fulfilled (i.e. mailed) along with the licence to the customer. Please allow ten (10) business days for mail delivery of the licence and game tags. The licence is not valid until you receive both the licence and game tags through Canada Post mail service.

With online sales: the consumer has previously ordered a set of game tags on their account and has them on hand, they can assign a tag to the licence that they are ordering online. The consumer’s game tags can not be used when purchasing the hunting licence from a participating retailer or ordering the licence by phone sales.

How do I order my game tags?

After logging into your account, click on "Purchase Licence" on the top menu. Select your Residency and click "Proceed". Then, click on TAGs on the left side menu and select the quantity of "GT1-Manitoba Game TAGs Pack". There are 5 Game Tags in each pack, so if you select 1, you will get 5 game tags. Click on "Purchase", then "Go to Cart". Review your Cart and click on "Proceed to Checkout". At the Checkout screen, review the information, select the "Acknowledgement" box and click on "Purchase". Game tags online are free of charge. The last screen shows that your order is complete. Your game tags will be mailed to you based on your profile address (Please ensure your mailing address is correct before ordering and allow up to 10 business days for delivery).

REMINDER: You must order and receive your game tags in the mail BEFORE ordering your hunting licences online if you wish to assign one of your game tags to your licence. Only then are you able to print the licence immediately after ordering. Otherwise, you must wait for your licence and game tag to be delivered in the mail.

Where can I get my game tags?

Order game tags online from your profile at www.manitobaelicensing.ca or select participating retailers or call 1-877-880-1203

Please note, game tags orders online will take ten – fifteen (10-15) business days to be received in the mail. Please ensure your mailing address is correct.

Are game tags printed on a piece of regular paper?

What do I do when I receive my game tags?

Pre-ordered game tags can be assigned to an online purchase ONLY to a hunting licence during online purchase sales flow. In order for the licence to be valid, the game tag number must be identified on the hunting licence and then printed.

Can I use my game tags for another year?

Yes, if you have not activated your game tag, they can be used in subsequent years. Activating your game tag means assigning the game tag number to an online hunting licence purchase. Once activated, the game tag is considered used and cannot be re-used or transferred.

What is the process to get a game tag?

There are different options to get your game tags that include:

  1. Pre-ordered:
    When you log into your online account (or contact the elicensing Help Desk by phone at 1-877-880-1203) you can order (free of charge) game tags by going into the “Purchase Licence” and click the “TAGs” tab. You can order up to two (2) packs of game tags, each pack has five (5) game tags for use. The game tags will be mailed to you via Canada Post mail service. Please ensure your mailing address is correct and allow ten – fifteen (10-15) days for delivery.
  2. Online: You can purchase your licence online and a game tag will automatically be associated with that licence. The physical licence and game tag will be mailed to you Please ensure your mailing address is correct and allow ten – fifteen (10-15) days for delivery.
    Note: You must have both your licence and game tag on your possession when hunting.
  3. Participating Vendor: If you choose to go to a participating vendor or government office to purchase your licence, a game tag will be provided to you by that location and linked to your licence.
    Note: you must use the game tag from that specific location. You cannot use a game tag through the pre-ordered process noted above. To find a vendor in your area select the following link: participating retailers.

Can I give my game tags from my game tag pack to someone else if I don't use them?

Yes, only if the game tag is not linked to a licence, it can be transferred to another hunter for use. However, the hunter must link the game tag to a valid licence in order for that licence to be purchased. Game tags can not be used at a participating retailer location.

Can I print my hunting licence without a game tag?

The licence will not be valid if it does not have the game tag associated with it. The game tag must be in hand/possession and attached to the licence for it to be valid when you go hunting. The licence must have the matching game tag number on it.

There are two ways to receive your game tags when ordered on-line:
  1. If you don’t have a game tag, you can buy your licence online and then fulfilment of the game tag and the licence is done (the game tag number is automatically associated with the licence through the system and mailed to you), OR
  2. If you have pre-ordered game tags in-hand, when purchasing online you will have to enter the game tag in your possession on the licence you are purchasing. Print the licence and you are good to go right away.

Note: the licence is only valid when you have the licence and a physical game tag in your possession when hunting.

MULTILEVEL DRAWS - BIG GAME and LANDOWNER ELK DRAWS

What are the Multilevel Draws?

The Multilevel Draws are a draw program for allocating a limited number of available licences to hunters where demand exceeds available hunting opportunities. Applications are randomly drawn, based on individual priority levels. Applicants must be residents of Manitoba. The Big Game Draw is open to all Manitoba residents and the Landowner Elk draw is for resident Landowners only. All customers must meet all hunting requirements.

How do I apply for the Multilevel Draw?

The Multilevel Draw is available to complete online through the Manitoba elicensing system.

If you did not enter the draw online since 2020 and have participated in the Multilevel Draws in previous years (1996-2019), you will already have an account set up for you. Please contact the elicensing Help desk at 1-877-880-1203 to get a your CUSTOMER ID number to look up your account.

If you have never participated in a draw, but have purchased any licence or permit since 2020, you can access a draw application through the same customer profile.

If you have never participated in a draw or purchased any licence or permit since 2020, you must create a profile to enter the draws.

DO NOT CREATE ANOTHER ACCOUNT IF YOU PURCHASED A LICENCE OR PERMIT SINCE 2020 OR HAVE PREVIOUSLY BEEN IN THE MANITOBA MULTILEVEL DRAW (1996-2019)

You can then “Sign In Or Create Account” to access and verify your personal profile. Your priority level(s) for the 2020 draws will be listed on your personal profile. If you have any questions on accessing your account or have any questions about entering a draw application, please contact the elicensing Help Desk at 1-877-880-1203.

For more information on the Landowner Elk and Big Game Draw Application Guides, Game Hunting Areas Map, Hunting Season Choice (HSC) Charts and Landowner Elk Lands Owned Declaration Form, click on: https://www.gov.mb.ca/fish-wildlife/wildlife/index.html. Once you have read all the documents and know your Hunting Season Choices, you can return to your elicensing account and select Purchase Licence from the top menu bar, select your residency for hunting, then click on Mulit_Level Draw.

For Landowner Elk Draw, will I have to provide documentation to identify that I am a resident (through the resident verification process)?

Landowners will have to prove they are eligible for the Landowner Elk Draw AHEAD of being able to access a Landowner Elk application on their profile. Landowner should download and complete a Declaration of Lands Owned form and email it to elicensing@gov.mb.ca.

Declarations will be reviewed and if eligible, the Landowner Elk application will be activated on the customer’s profile. It is the customer’s responsibility to check their profile for the application. Reviews should be completed within 5-10 business days.

CARIBOU LICENCES

How do the first-come, first-serve Caribou tags work with this system?

  • Customers will need to create a profile and meet all hunting requirements.
  • Customers are not required to have their game tags prior to purchasing a caribou licence(s).
    With phone sales: the game tags will be associated with the caribou licence purchase and fulfilled along with the licence by Aspira OR the Consumer will be able to use one of their available game tags when purchasing a caribou licence online. OR
  • With online sales: the customer will be able to purchase a caribou licence(s)online and use one of their available game tags.
  • Caribou licences will be available online with sales starting at 8:30 am first Thursday in June for residents of Manitoba only.
  • You can go to a District office or participating retailer to purchase your caribou licence(s) online.
  • Licences will be issued on a first-come, first-serve basis until the number of each group of caribou licences are sold.

CONSERVATION MOOSE LICENCES

How do I purchase a Resident Conservation Moose Licence Package?

** IMPORTANT NOTE when purchasing a Resident Conservation Moose Licence Package: the first licence (GMC1) is a $0 licence and needs to be purchased first. Once the first customer purchases the first licence, they need to provide their partner with the GMC1 ($0) licence number so the partner can purchase the second licence (GMC2). The second applicant is paying for both licences. Then the licence will be valid and completed.

What are the steps to purchasing a Resident Conservation Moose Licence Package?

Follow the steps below:

  1. Purchase the Resident Conservation Moose Licence Package Partner Licence (GMC1) for $0.00. The GMC1 licence will have no ability to be printed (nor re-printed) but will be added to the customer “cart” once purchased.

  2. Customer will NEED TO PURCHASE GMC1 before purchasing GMC 2. THEN the customer’s partner must purchase GMC2 in order to complete the transaction for this type of licence to be valid. Have the GMC1 licence number ready for the customer’s partner to complete the purchase of these licences and tag. **If the customers choose GMC2 before choosing GMC1 an Alert message will appear as follows:

  3. If you are ordering online, you must add the game tag number to the licence. The game tags will be associated with both licences with the purchase of the second (partner) licence.
    ** If the customers do not have a game tag, a customer will need to order the game tags to complete the transaction. The customer can pre-order game tags online free of charge. They will be mailed to the customer based on the customer profile address (Please allow 5-7 business days for delivery).
  4. Purchase the Resident Conservation Moose Licence Package Licence (GMC2) for $92.75. Only after purchasing the second licence GMC2 will the customer have the ability to print the full licence. Both licences will be printed as part of the GMC 2 licence and will be available to reprint on the GMC2 customer account/profile.

RETAILERS/ VENDORS

What do I need to be a vendor?

To participate in the new system, all retailers/vendors will be required to meet and agree to the following basic requirements:

  • Have an HP computer, operating Microsoft Windows 10, with high speed internet connection and a compatible laser printer (capable of printing 8.5" x 11" paper).
  • Provide a valid e-mail address
  • Enter into a contractual agreement with the Manitoba government and provide banking information to allow for weekly Electronic Fund Transfers (EFT), and
  • Have a current vendor account in good standing.

Will manual licenses be available to retailers/vendors when the elicensing system is implemented?

No, once the elicensing system is fully activated, there will not be any more manual licences issued.

How can I apply to be a vendor?

Vendors who are interested in participating in the new elicensing program may register to be a vendor in the elicensing service by submitting your contact information to elicensing@gov.mb.ca.

Once you have registered, we will send you a Vendor Agreement to review. When you have signed and returned the agreement, with the necessary banking information you will receive further instructions for online training and setting up your online vendor account.

How will I receive the retailer software to be a retailer/vendor?

  • Retailers will access Aspira One using a standard web browser (or mobile device) for Production login.
  • The only piece of software that will have to be installed on retailer's PCs will be the DIA - Aspira One Device Integration Application (This application is required to properly work with printers and other peripheral devices, such as scanners (if applicable)).
  • The DIA application is downloaded from Aspira One Launch Pad website (links will be provided).
  • Retailers would only need to download and install a new version of DIA if there is a specific change in the release they need (or in case of any critical patches and updates).

Can a vendor refund a licence/permit transaction?

No, a vendor can not refund any government licence or permit transaction to a customer.

PARK VEHICLE PERMITS

Where can I purchase a Park Vehicle Permit or Park Bus Permit to enter into Provincial Parks?

There are three ways to purchase a Park Vehicle Permit.

  • Manitoba elicensing website - general public access to an online system through a computer (e.g. at home, mobile phone, tablet, etc.). A printer is required to print your permit at home.
  • In person - at participating retailers, Manitoba Government offices and parks.
  • By phone - through the elicensing Help Desk at 1-877-880-1203 - 8 am to 9 pm, 7 days per week for those individuals who do not have online connectivity, but are able to pay by credit card.

No matter how you purchase, whether online, in person, or over the phone, the permit is printed on regular paper and must be displayed on your vehicle.

What information do I need to buy a Park Vehicle Permit online?

You will be required to set up an online account and provide the correct licence plate number for the vehicle you are using. Park Vehicle Permits are only valid for the date(s) and licence plate(s) listed on the permit. You may have 2 licence plates listed on an annual Park Vehicle Permit

Note: If at the time of purchasing your annual park vehicle permit, you only list one licence plate number, a second licence plate number can be added by contacting the elicensing Help Desk at 1-877-880-1203.

Do I have to create an e-licensing account when purchasing a Park Vehicle Permit?

If you wish to purchase a daily or casual Park Vehicle Pass without setting up an e-licensing account, you may purchase a daily or casual Park Vehicle Pass in person from a participating government office, campground, gate or a retail outlet. Purchases made at campground offices and park gates are subject to the seasonal operations of these locations. All other conditions of the Park Vehicle Passes apply. Please refer the “Issuers” tab on the e-licensing website to find an outlet near you.

Are licence plate numbers changeable?

No, once Park Vehicle Permits are purchased they cannot be transferred. One vehicle licence plate number is allowed on a daily or casual (3-day) permit. Two vehicle licence plate numbers are allowed on an annual park vehicle permit.

Can I purchase a Park Vehicle Permit for another person through my elicensing account?

Yes, you can purchase park vehicle permits for another person as long as you have their licence plate to add to the park vehicle permit through your account.

How many licence plates can I register on one vehicle permit?

For an Annual Park Vehicle Permits, you are allowed to add a maximum of 2 licence plates. For a Daily Park Vehicle Permit (1 day) or a Casual Park Vehicle Permit (3 day) permit, you are only allowed to have 1 licence plate identified.

Can Park Vehicle Permits (Daily/Casual) be pre-purchased?

Yes, you can purchase your Park Vehicle Permit (Daily/Casual/Annual) at any time prior to your trip on-line. In fact, we encourage it. Once you've set up your on-line profile, simply select the type of vehicle permit you wish to purchase, select your date of visit, enter your vehicle licence plate number, print your park vehicle permit and you are ready for your visit.

Misplaced your permit? Don't worry, you can re-print it from your account.

Note: While in the park, you must have the print-out of your Park Vehicle Permit displayed in the windshield of your car. For example, it can be sitting on top of your dashboard visible to those looking onto your windshield from outside. It is only valid for the vehicle licence plate number and the date(s) displayed on the permit. It is valid for any of Manitoba's provincial parks.

  • Park Vehicle Permits are a final sale and are non-refundable.
  • Licence plate numbers and dates cannot be changed once the purchase transaction is completed.
  • It is recommended to have the permit visible on the dashboard lying face up so it can be viewed. Do not tape it to your window when driving, as that can pose a driving hazard.

If I have a reusable hang tag for my rear-view mirror, can I fold the park vehicle permit and place it in a reusable hang tag and display it that way?

Yes, you can do that, as long as the pertinent information is clearly visible when looking at the front of your vehicle from outside the vehicle. (In other words, the year and license plate numbers are clearly visible.)

Can I print two permits and use in two separate vehicles at the same time for my Annual Permit?

Yes, the Park vehicle passes would only be valid in the vehicle(s) that the licence plate(s) are attached to. The licence plate must be visible in the window for verification by an Officer.

If I obtain a new licence plate, will I need to buy a new park vehicle permit?

Yes, you would require a new park vehicle permit, or add to the existing permit if the option is allowed (e.g. an annual park vehicle permit that only has one licence plate number currently registered has the capability of having a second licence plate number).

What is considered a bus permit?

Any bus or van that transports more than 10 persons must have a bus entry permit.

What happens if I need to cancel my visit, do not show up or my vehicle broke down on the way and I pre-purchased my vehicle permit?

Unfortunately, all permits are non-refundable.

What happens if my annual park vehicle permit gets lost or damaged?

Whether or not you purchased your annual permit online or through a retail outlet, this purchase is tied to your profile. Therefore you can reprint it whenever it becomes damaged or illegible simply by signing into your customer profile.

Daily and Casual permits can be reprinted if they were purchased using your online profile. If you purchased it at a retail vendor or government office, the purchase is not linked to your profile and you will have to purchase a new one.

Do I need to buy a Park Vehicle Permit if I am coming to the park on my bicycle or on foot?

No, Park Vehicle Permits are only required for motorized vehicles (e.g. car, bus, motorcycle). If you enter and travel around a park on foot or by some other self-propelled means (e.g. bicycle), then no park vehicle permit is required.

Do I need to buy a Park Vehicle Permit for my motorhome?

If you are towing a separate vehicle, then only the vehicle you are towing needs a park vehicle permit, because your motorhome becomes your camping unit once it is parked and as a courtesy, you may put the license plate of the towed vehicle instead of the Motorhome. You are allowed to proceed directly to your campsite.

If you are not towing a separate vehicle, and park your motor home on the campsite or if you are spending the day at the beach before going to your campsite you require a park vehicle permit for your motorhome because you are using that motorhome as a vehicle.

Snowmobile Permits

I don’t use snowmobile trails, do I have to buy a Snopass?

The Snopass is required for snowmobilers riding on Manitoba’s designated snowmobile trails from December 1 to April 30. It is not required for riding in areas that are not part of the designated snowmobile trail network. Visit https://snoman.mb.ca/map-downloads/ for a map of the designated snowmobile trail network.

If I ride on a designated snowmobile trail that runs through a provincial park, will I also require a provincial park pass?

If you access a provincial park by riding your snowmobile on a trail that crosses the park boundary, you do not require a park pass. The park pass is only required for motor vehicles entering provincial parks. If you drive into a park with your snowmobile on a trailer, you require a park pass.

Do I require a Snopass if I am using my snowmobile on a designated trail to exercise my aboriginal or treaty rights?

No. Indigenous individuals using the designated trails to exercise Treaty or Aboriginal rights are exempt from the Snopass requirement.

Is there a penalty if I ride the trails without a Snopass?

The fine for riding on the designated snowmobile trail network without a Snopass is $486.00.

Where Can I Purchase My short-term Snopass?

There are three (3) ways to purchase a Short-term (3-day or 7-day) Snopass.

  • Manitoba elicensing website - general public access to an online system through a computer (e.g. at home, mobile phone, tablet, etc.). A printer is required to print your permit at home Manitoba elicensing.
  • In person - at participating retailers, Manitoba Government offices and parks.
  • By phone - through the elicensing Help Desk at 1-877-880-1203 - 8 am to 9 pm, 7 days per week for those individuals who do not have online connectivity, but are able to pay by credit card.

Can I purchase a short-term Snopass with my mobile phone?

Yes, you can access your web account and purchase a short-term Snopass through your mobile device.

How do I create a MB Elicensing customer account?

A customer account is a unique one-time account set up to provide access to purchase Manitoba licences, permits and future applications. The account is used to verify eligibility and provide contact information.**If you have previously purchased an angling or hunting license from any store/online, you will already have a customer profile that you will have to update. What information do I need to provide to purchase a Snopass through elicensing?

Creating a customer account is required. You must provide the following information to purchase a three-day or seven-day Snopass online:

  • Name
  • Phone (optional)
  • Address
  • Email Address
  • Snowmobile licence plate
  • Snowmobile registration number
  • Province or state where the snowmobile is registered
  • Acknowledgement of insurance and registration requirements
  • Acknowledgement of age requirement (customers must be 18+ to purchase a Snopass, or 16-17 with approval from a parent/legal guardian)
  • Dates Snopass is to be used

Do I need to print out my Snopass?

Printing your Snopass is optional. If you do not print it and choose to store it on your electronic device, you will be required to show it to an Officer if requested.

Can I change the licence plate number on the Snopass after I purchase it?

No, once you have purchased your three-day or seven-day Snopass you cannot change the licence plate or transfer it to a different snowmobile or licence plate.

Can I purchase a short-term Snopass for another person?

Yes, you can purchase a short-term Snopass for another person as long as you have their snowmobile licence plate number and registration information, and can confirm that they meet the insurance, registration and age requirements.

Can a short-term Snopass be pre-purchased?

Yes, you can purchase a short-term Snopass at any time, provided you identify the dates you want to be able to use the Snopass. Once you have purchased the Snopass, you cannot change the dates.

What is the difference between the different types of Snopass?

Annual Snopass:

  • $150 total (including tax and administrative fee)
  • Can be purchased year-round from any Autopac agent or Manitoba Public Insurance Service Centre. Not available for sale through elicensing.
  • Valid for as long as your snowmobile registration is valid. You pay for it each year at the same time you pay for your snowmobile registration. If your registration anniversary date falls within the riding season and you purchase a Snopass before then, that Snopass is only valid up to your anniversary date. If you want to continue to use the trails after that, you will have to renew your Snopass along with your registration.
  • Manitoba residents receive a Snopass licence plate. Non-Manitoba residents who purchase an annual Snopass receive a sticker.

Seven-day Snopass:

  • $75.50 (including tax and administrative fee)
  • Can be purchased through Manitoba elicensing at www.manitobaelicensing.ca, retailers, District offices, and some Parks.
  • Not available through Autopac agents or Manitoba Public Insurance Service Centres.
  • Valid for seven-days. The seven-day period you want the pass to be valid for is identified at the time of purchase (i.e. you can purchase it in advance).
  • The permit can be printed or saved to an electronic device. The permit must be carried and available for inspection while operating a snowmobile on the designated trails.

Three-day Snopass:

  • $49.50 (including tax and administrative fee)
  • The same as the seven-day Snopass but only valid for three days instead of seven.

Do I need to print out my seven-day or three-day Snopass?

No. You can choose to either print it and carry the paper with you, or download it to your electronic device and carry that with you. You must be able to show the Snopass to an officer on request. This means that if your electronic device is out of power or not functioning properly and you cannot show it to an officer, you are considered to be riding the designated trails without a Snopass and will be subject to the $486 fine.

If I can keep my short-term Snopass on my phone, why do I have to print the provincial park vehicle permit?

Park vehicle permits must be printed so that they can be left on display in the vehicle while individuals are enjoying the park, away from their vehicle. In provincial parks, Officers inspect vehicles for compliance, not individuals. In contrast, Conservation Officers check for Snopasses while snowmobilers are out on the designated trails; therefore, the snowmobile rider will be with their snowmobile when the Officer is checking for compliance, and the Officer will be able to request that the rider show the Officer their permit if it is being stored on the individual’s electronic device.

Can I purchase a Snopass if I am not a Manitoba resident?

Yes. You must have valid snowmobile registration and insurance from your home jurisdiction. If you are from Saskatchewan you do not have to purchase a Manitoba Snopass, as long as your snowmobile displays a current Saskatchewan Government Insurance registration sticker on its licence plate.

If I have more than one snowmobile do I need to buy more than one Snopass?

Snopasses are for the snowmobile, not the owner, so you must purchase one Snopass for each machine you intend to use on the designated trails.

Can I buy a Snopass for my ATV or side-by-side?

No, Snopasses cannot be purchased for ATVs or side-by-sides, even if they are equipped with tracks.

I bought a seven-day Snopass from Manitoba Public Insurance prior to November 1, 2023. Is it still valid?

It will be valid for the seven day period identified on the permit, so if the Snopass identifies a future seven-day period that has not yet passed, then yes, it is still valid.

If I decide I don’t want the Snopass after I purchase it, can I cancel it and get a refund?

No, Snopass purchases are non-refundable.

Where does the money from Snopass sales go?

All revenue from Snopass sales (after the administrative fee and taxes are deducted) goes to Snoman. Snoman uses the funds to support their clubs across Manitoba that groom and maintain the designated trails.

I heard there is a new $25 fee on off-road vehicles. Do I have to pay that now or when I purchase a Snopass?

The $25 off-road trails fee will begin being charged on April 1, 2024. It will be mandatory for all off-road vehicles that are required to be registered. The fee will be paid to Manitoba Public Insurance at the time that you pay for your snowmobile registration. You will not pay the fee through the elicensing website.

TIMBER PERMITS

When did Personal Use Permits become available online?

As of August 14th, 2020 Personal Use Timber Permits for fuelwood, lumber, posts and rails within the Eastern Region Designated Cutting Areas (DCA) and all other Regions, were listed on the elicensing webpage. These permits must now be purchased through Manitoba elicensing. Paper permits are not to be issued for these products and locations.

Where can I buy Personal Use Permits?

Manitoba Conservation and Climate offices are now able to sell the Personal Use Timber Permits and process Personal Use Timber Permit Special Licence Applications online. For a list of government office locations, please visit: Search for Issuer Locations page.

All other permits related to personal use products such as boughs, slabs, logs for log building and Designated Cutting Areas, not available through Manitoba elicensing, can be issued with Regional forestry approval through the usual paper permits at Manitoba Conservation and Climate offices. Where can I get a map of an area to harvest timber for personal use?

Eastern region designated cutting areas maps are available on the Forestry branch web site at: https://www.gov.mb.ca/sd/forests_and_lands/forestry/crown_timber/index.html, under Permits. General maps of the Western region are also available here.

When you purchase a Personal Use Timber Permit for the Eastern region a map and load slip will be printed with the permit.

Will all the DCA maps be online and not just the overview map?

Only the overview maps are available online. Once the customer selects the DCA, and completes the purchase, they will be able to print the permit, load slip and specific DCA map.

When does the permit expire?

Eastern region permits expire 90 days from date of issue.

All other permits expire on March 31st. Ex.: If you buy a permit on March 25th, it will expire March 31st; if you buy a permit April 1st, it will expire March 31st.

What if I want to harvest more that 25 m3?

After logging in on the elicensing home page, click on the ''Special Licence Applications'' to apply for a permit for more than 25 m3. You can apply for 50, 75 or 100 m3. It will take several weeks for your application to be reviewed. You will be contacted regarding your application.

What if I want to harvest somewhere other than the locations listed or harvest a different product?

Other products and other areas are available. Submit a detailed request regarding location, species, product and volume, your name and contact information to forestmgnt@gov.mb.ca. You will be contacted regarding your request.

Does the online elicensing system allow me to purchase more than 25 m3 (10 cords)?

No, the system will not allow a household to purchase more than 25 m3 (10 cords) in a fiscal year (Apr 1-Mar 31). In order to purchase a permit for more than 25 m3 a special licence application must be completed, Regional Forester approval is required and it may take several weeks for approval. You will be contacted regarding your request.

Will treaty and harvest card number holders have a space to enter their card # information in order to get a $0.00 permit?

Yes, they have to select the product, PT3-Personal Use Timber – Eastern Region (Treaty/Metis) or PT4-Personal Use Timber Western/Northwest/Northeast/Central Regions (Treaty/Metis). There will be a spot to enter the card#/ information or select the attest box.

TRAPPING PERMITS

What do I need to obtain an Open Area Manitoba trapping licence or permit?

To obtain an Open Area Manitoba Trapping Licence you must:

  1. Be a resident of Manitoba (no licences are available to non-residents), and
  2. Be at least 12 years of age, and
  3. Successfully meet the mandatory Manitoba Trapper Education requirement or have previously held a valid trapping licence in any jurisdiction.

Note: You do not need the Trapper Education requirement if you obtained your first ever trapping licence prior to 1990.

Which of the “Additional Questions” must I check off for my trapping licence qualification(s)?

The “Trapper Education” question must be answered and the education certificate information provided, if you are:

  • turning 12 years old on or after September 1 of this year, or
  • getting your first ever trapping licence.

Otherwise, either the “Trapper Education” or “Previously Held a Valid Licence” options can to be checked off; the appropriate information can be entered as an option.

I obtained my first Manitoba trapping licence after 1990 without successfully taking a Trapper Education course or previously holding a valid trapping licence or permit elsewhere.

You are still required to meet the Trapper Education requirements (see the options above for the course and exam challenge).

Where do I find my Manitoba Trapper Education Certificate?

You can send a request to wildlife@gov.mb.ca to determine if your certificate is on file. Please indicate the date, location, and instructor/organization of the course you took.

You do not need the Trapper Education requirement if you obtained your first ever trapping licence prior to 1990.

Does a Hunter Education course meet the requirement for a trapping licence?

No, the Hunter Education course does not meet the requirement for a trapping licence.

What happens if I do not have a copy of a trapping licence?

Currently, a copy of the licence or its information is not required to obtain a new one, if you attest that you have held a valid licence in the past.

However, you must obtain another trapping licence if you wish to sell any raw fur trapped under your lost licence.

What is the difference between an Open Area Trapping Zone and a Local Fur Council area?

An Open Area Zone is a large, regional area where different trapping seasons and regulations may apply.

A Local Fur Council area is a sub-regional area, which is part of the Manitoba Trappers Association.

Furbearer management information is collected at the Local Fur Council Area level, and collectively applied to the related Open Area Zone.

If I do most of my trapping in the Netley LFC area and list that on my licence, can I still trap in another LFC area or Open Area zone?

Yes, you can trap anywhere in Open Trapping Areas Zones 1-5 if:

  • it is during a valid season and
  • you have legal access to the area (e.g. private land with permission, most Wildlife Management Areas and Provincial Forests)

I want to trap in a Special Trapping Area, what do I need to do?

You must contact a Conservation Officer nearest to the Special Trapping Area to determine if you qualify to access the area.

How do I obtain a Resident (Treaty) Open Area Trapping licence?

These licences are available only from Manitoba Conservation and Climate District offices and from most Manitoba First Nations band offices in the Open Trapping Area.

You must meet the Treaty status and the above education/previous licence requirements.

What are the requirements if I wanted to trap on a Registered Trapline?

Permits for these lines are limited and usually issued only to local, qualified trappers by the Manitoba Conservation and Climate District office.
