Program Description

The Manitoba Job Restart Program (MJRP) provides a taxable financial benefit to a maximum of $2,000 to Manitobans who:

Eligibility Criteria

You are eligible to apply for this program if you meet all of the criteria below:

Individuals currently employed on a part-time basis and receiving CERB or CESB (making less than $1,000 from employment income per month) are eligible to apply for this program. To qualify, individuals must either increase their number of hours to a minimum of 30 hours per week with their currently eligible employer, or find supplemental or full-time employment with an eligible employer providing them with a cumulative minimum of 30 hours of work per week. Individuals would also have to voluntarily stop collecting CERB or CESB benefits.

To receive the additional benefit of $500 every two weeks , the applicant must attest to re-confirm on a bi-weekly basis the following:

If you do not complete and submit your bi-weekly reporting survey - you will be disqualified from the program. That means you will not be eligible to receive payments under the program.

Financial Support

Eligible program participants will receive a total of four (4) payments, for total support of $2,000. Funds are direct-deposited into program participants' bank account.
The MJRP is a taxable benefit - participants will be issued a tax slip for the 2020 tax year.

All payments will be made within 2 to 3 days of the application and completion of the bi-weekly report survey dates.

To be eligible you must

  • currently be in receipt of CERB, CESB or other COVID-19 specific financial support program offered through the federal government
  • You must have found employment and plan to return to work with an eligible employer at a minimum of 30 hours per week. Apply to the program 7 days prior to returning to work.
  • You must attest that you will not continue to apply and collect CERB or CESB in future months.

  • Once you have been offered employment, apply within 7 days of the proposed work start date.
  • Once enrolled in the program, you will receive an initial payment of $500. The bi-weekly reporting period dates will be communicated to you in a future email.
 

  • No. - As long as the employment provides you with a minimum of 30 hours per week with one or more eligible employers.
  • See eligible employer in the program description.

  • The employers must provide you with a cumulative minimum of 30 hours per week of employment over a 7 day period.
  • You are not prohibited from having multiple jobs with a multiple eligible employers
  • When submitting, please include all employment information - employer name, industry type, and start date.

  • You can apply for the program if you are employed part-time and are receiving CERB or CESB.
  • To enroll for this program, you must either
    • Increase your number of hours with your current employer to 30 hours or more per week, or
    • Find supplemental or full-time employment that will provide you with a minimum cumulative hours of 30 hours per week.
  • You can be employed with multiple eligible employers in multiple positions.
  • When submitting, please include all employment information - employer name, industry type, and start date.
  • You must voluntarily stop collecting CERB or CESB upon submission of your application.

  • No. The program is not retroactive.
  • Individuals who were on CERB/CESB but returned to work in previous months cannot apply.

  • No.  The program support employees who are returning to the workforce with an eligible employer.

You may apply directly to the program via the online application. There are two parts to the application Part 1 and Part 2. Ensure to complete both parts to complete the enrollment.

To apply, you will need to have the following information ready:

  • your social insurance number
  • the name of your employer
  • your anticipated return-to-work date
  • your Canadian bank account information, which is listed on your personal cheques - this will allow for the direct deposit of any funds you may receive

  • Eligible applicants will receive an initial payment of $500, plus three bi-weekly payments of $500 for a total support payment of $2,000.

  • The initial enrollment payment will be issued within 2-3 business days following the application date.
  • Subsequent payments will be made 2-3 business days following the bi-weekly reporting deadline.
  • If you fail to complete and submit your bi-weekly report - it will be assumed that you have voluntarily de-registered from the program.

  • If you fail to complete and submit your bi-weekly status report - it will be assumed that you have voluntarily de-registered from the program.
  • It is important that the bi-weekly report be submitted on time in order to authorize your next payment.
  • A reminder will be sent to you to complete the report by your reporting deadline.

If you are having trouble completing the online application:

  • Ensure you have completed all required areas on the form, including the Declaration and Consent.
  • Verify that the information you are submitting on the form is accurate.

  • Assuming that you have voluntarily discontinued CERB/CESB as you transition back to work - no.
  • Note that the benefit will be considered taxable income for the 2020 income tax return. Taxes may be payable at your personal income tax rate at that time.
